Sorry, I don't know.

I assume (but it's only an assumption) that VBB is set up with certain default controls enabled for the moderator group, but that any setting is probably customizable.

How about creating a deals forum, where established member with restriction like CC and Omni can post deals, and lets newbie post deals in MR.
This also gives them incentive to contribute to the community.
