I think that would b a very good idea. There are some such discussions on scatterd threads, but a mod thread were people could air ideas and frustration in one place would be a good start.

Janetdoes example is a prime one of something Ive been properly annoyed about.

How do "I need AA miles transferred to my account for lifetime status and have many things to offer" and "I want three expiring EVIPs and can trade late expiring EVIPs or possibly AA miles" belong in the same thread? What is similar? I don't understand it.

The TOS really needs to clarify what 'similar items' means. Clear standards would mean the moderators had to do less intervention and would hopefully lead to more coherent threads.
