No SPG50 = 1000 points?

I never received my SPG50 cert this year. 2 months ago, I requested the cert which never arrived. Just called the Platinum line, and was offered 1000 point. The rep said that the 1K points equals the value of the cert. Did I just get punked?

No. Anyone can request an SPG50 for 1000 points.

Exactly. By giving you 1,000 points you're actually better off. You can redeem it for an SPG50 at your leisure without any risk of physical certificate loss.

So I would say no.
That sounds like a misinformed agent. The wording is quite clear:
"You can redeem just 1,000 Starpoints for a certificate offering 50% off regular rack rates for a stay of up to five nights."

Yes. It is eligible for Starpoints on the dollars spent, as well as, stay and night credit.
