Why? SPG can be transferred to anyone's FF account, right?

I would not use the word "rule" to define the procedure. But the condition is both names of the SPG and Frequent Flyer account must match for a transfer to be successful.

No, there is not. Their ongoing "promo" (if you'd like to call it that) is as you mentioned 20k pts out will = 25k points in your mileage account.

Any new data points I could use on amount of time to transfer to AA if I initiated a transfer from SPG to AA today? Other than the standard company reply of up to three weeks.

Don't know how new you consider this, but I did a transfer a little over a month ago and it took a couple of days - see my post #149. Posts #156 and #158 also report a 3 day transfer time.

Made request to DL on Friday morning. Skymiles showed up on Saturday morning.
