I could see a category drop at certain hotels in Oil Towns like Calgary, Houston, Dallas, Baku since the demand has greatly fallen

No, the Westin Tokyo would be among the worst deals as a category 6. My unscientific searches seemed to bring up entry-level rates below $245 pretty consistently. Especially if they keep the 18 weeks worth of peak season, that means the redemption rate will be less than 1 cent per point for a large portion of the year. That's terrible.
