No residency restriction that I can see but the following from the Ts+Cs makes me wonder:
In the U.S., the prepaid card is issued by by MetaBank, Member FDIC; in Canada, the card is issued by Peoples Trust Company,
The one (1) $50 Prepaid MasterCard® will be sent to the guest’s SPG registered address

Can you tell your guys then that non-US members are able to register, complete with confirmation email... The T&Cs make no mention of geographical restriction.
Not everybody reads FT and you'll end up with some annoyed clients if they do three stays and get nothing.
