All properties that fall under the Sheraton brand are indeed included for earning and redemption for this promotion. However, Luxury Collection properties with Sheraton in their name are not included in this promotion.

So, I've got a booking 7/5 - 7/11. I'm curious to know what part of that stay, if any, counts towards that. Not clear in the T&C.

Bookings made prior to the promotion period are eligible, but only eligible stays consumed during the promotion period will earn the promotional Award.
Still not clear though, let's wait for the FAQ when registration opens.

Not true. ITC Maurya Sheraton (where President Obama stays) in New Delhi is a luxury collection hotel and ITC Mughal Sheraton in Agra where the Taj is a luxury collection resort.

FYI, the ITC Luxury Collection hotels in India are not branded Sheraton any more, they dropped that branding a while ago. There IS a Sheraton New Delhi and it is operated by ITC but it is not part of the Luxury Collection as of this posting. The ITC Maurya and Agra are not Sheratons now, just Luxury Collection.

If I book 3 rooms would all three count towards Sheraton promo?
Read through Terms and doesn't seem to mention anything about multiple nights booked one way or the other.

If the stay is meets all the T&Cs of the promotion and the hotel post your stay as 3 separate stays, it will be counted for.

Yes, if you fulfill all the tenets of the offer and the hotel posts each room as a separate transaction, you would have 6 nights accumulated towards Sheraton Free Weekends.
