I don't have examples, but it's more than simple addition. The skill question prevents it from being an illegal lottery (there are other ways, but this is the way most Canadian contests choose to do it).

I wonder how that is expected to work. Presumably there will be people who participate in illegal lotteries who can also solve math problems...

OK I misunderstood you. My perception of an illegal lottery is an unsanctioned lottery. But reading Wikipedia it seems the math question is be in line with Canadian Law, which disallows games of chance but allows prizes for games of skill.
