in the past i have received bonus points for multiple room bookings but since you only get credit for a maximum of 3 rooms, 5 will be out of the question....

Promos are meant to help hotels who need it, and any hotels who opt out are those that are confident that they are already looking at overflowing occupancy rates without the promo.
I like promos where it gives me incentive to visit hotels that otherwise I may not go due to the traveling cost to reach that hotel.
While this promo is not the most generous compared to some promos a few years, but it is pretty decent, and I have no complaints. (i just wished Aug was included, but well, too bad i guess)
I think it is better to have a stronger promo with a few opt-outs rather than a much weaker promo with all starwood properties having compulsory participation.

This is what Starwood needs to do to its properties. You want to associate with the brand? You associate with the brand 100%. In or out. Make your choice.

I think your calculation in incorrect. You normally get two times points, three times if elite, and four times if Plat75, with more if you have/use the SPG AmEx card.
Double point with Starwood means that the normal two times points becomes four times, but you still get the additional status extra points on top of this. So assuming that you normally get three points per dollar spent, the calculation would be as follows:
($3000 X 3 points per dollar) + ($3000 X 2 points per dollar for double points) + ($3000 X 2 points per dollar for SPG AmEx) = $3000 X 7 = 21,000 points.
The additional elite third point per dollar isn't in the base and Starwood does not double this as SOP for SPG promos.

Promos should be for entire program
Not very exciting, but I'll gladly take double points...
I do think its absurd the number of properties opting out. I know this is a whole other discussion, but why does SPG let them opt out? I'm not sure how much these promos cost the properties (if anything), but if I were the property I'd want to take part with the idea that it will drive more business. Of course, this is coming from a person that plans their travel based on promos, so maybe business is so good for specific properties that they don't need the promo to increase business.

If I were a regular at one of the opt-out hotels, there is a good chance I'd move to a Hyatt or an IHG property. A move like that might influence my hotel selection for my next assiignment; I'd be more likely to stick with the program I'm currently using.

I live in SF and they don't need any more promos to attract people to come. It's insane how busy it is here.

Non-participation on this promotion by the spg hotels near my client site is why I'm at Hyatt. I left Hilton with a choice of hotel programs, and SPG had always been my first choice. The properties becoming more run down, and more of this opt-out are rapidly pushing me toward Hyatt & Marriott.

Not sure if this is better in this thread or another one, but it sort of relates to this so I'll stick it here.
I've got a question on how exactly the multiple room credit works. I know I can book up to 3 rooms and get 3 nights/stays out of it. My question is if I need different room types (i.e. 1 king, 1 2 doubles) is it going to matter if I make 2 separate bookings or do they all have to be reserved on the same reservation?
Not really a big deal either way because I can certainly stay in a room with 2 doubles even if one bed never gets used.

I ended up booking myself in 6 properties and 6 brands (aloft SFO, W San Fran, The Palace, Le Meridien, Westin St. Francis, and St. Regis) over the 6 nights that I will be there for VMworld ... hitting up the Element and Sheraton TriBeCa in NYC in late September and Four Points Knoxville in November to round out the SPG Cycle for this year.
