I suspect that it's only offered to those who requalify for their current elite level--i.e., current Plats don't get it for making Gold for next year and then again, hopefully, when they hit Plat again.

I have a cert that expired on 31 Aug but my next stay is 16 Sept. Think I'll have any luck using it?

I had one that kept being extended online in my account a few days at a time, despite the fact that I had never received the paper cert. Have you tried calling SPG?
