NZ has 3 different premium economy seating - 772 is pathetic, 773 is much better but gets mixed reviews, 789 is different again.

The best PE is on TG, they used the Business Class seat!!!

TK's PE is one of the best as well but they are getting rid of it. Last flights with PE are planned for 2016. Only some of their 77W are equipped (They had 12 with PE but started retrofitting them).

LO has a great Premium Economy product on their 787s. Not only is the hard-product a great option but it also gets you goodies like biz checkin, biz baggage and a lounge access.
