Where to issue RTW ticket?
 

I have a recollection that the Star RTW rules have been changed recently to permit issuance of a RTW in any country and payment will be at the price charged in the country of the first flight. In other words can I buy a ticket in Canada with the first flight originating in an Asian country and pay that country's RTW price? Or am I imagining things? I'd be grateful if one of the experts on the board could enlighten me.

Yes, you are right that the rules changed (a couple of years ago, now). And yes, you are right that you can buy a ticket in Canada, for an RTW that starts in Asia, at the ex-Asia price. Funny thing you should mention Canada, though: even before the rule change, what you want was possible in Canada, only, as an exception to the general rule.
