Spirit and bags

I usually fly United but have to fly Spirit if I have a small cary on putting under seat why do they charge 60 bucks that should only be if you put it in the overhead baggage area.

If it fits under the seat it's not a carryon, it's a personal item and is free.

Your personal item must completely fit in a 18" X 14" X 8" sizing box. The fact that a larger bag will fit under the seat is irrelevant.
