Real Estate in the Algarve

On a recent trip to the Algarve it seemed that there was a LOT of property (houses & apartments) for sale and even more that did not have a for sale sign but were obviously unoccupied. So I am just curious about these shuttered properties - are they waiting to be sold or rented out? On extreme example was when I stayed at the Conrad and noticed two rows of apartments which were apparently never occupied sine they were built some 8 years ago! The hotel staff gave me various stories to explain this - litigation, waiting for better prices and so on; whatever the real reason, it seems like a heck of a waste and unproductive capital tied up here.
