It shouldn't be confusing.
There's no "natural" route from passports to the departure area without an onward boarding card.
Even if you were to make it to the airside departure area you wouldn't be in luck: the lounges are for departing passengers.
Looks as though you are going to have to pay for that snack
- but don't worry, Lisbon is not short of cafes, and you won't break the bank visiting one.
