I can not speak to this situation, but we had something similar a year or two ago.
ROC-BWI-BNA. - two different flight numbers.
Landed in BWI, got off the plane and looked up to see we were leaving from the same gate we were at. Same plane, but new flight number and new crew. Spoke with GA at the time and said everyone had to get off as the existing crew was getting off.
Standard practice? No idea.

the crew changes and leaves the plane all thru PAX must exit the plane. Its a FAA regulation
