Southwest flights between DCA and BWI

I've seen four Southwest flights between DCA and BWI in the last couple weeks:

8601
8602
8637
8638

I'm assuming these are repositioning flights, but does anyone know the story?

Does DCA have a curfew? If so, maybe evening flights scheduled into DCA had to land at BWI, with ferry flights back to DCA the next morning?

These are repositioning flights related to charter activity.

Yes, primarily military troop movements and college teams.

WN most certainly did not fly Afghan transports from Germany to BWI or DCA.

And DEN-COS is a regularly scheduled flight.

Southwest DID, however, fly charters to assist in relocating Afghani refugees once they arrived in the United States:

"Southwest Airlines will begin chartering domestic flights for evacuees arriving in the US from Afghanistan, according to a statement shared with ABC News."
