Booking International with points.
I seem to recall issues when trying to get a refund on the taxes with these reservations. Is that still the case? If I book with points and pay the tax, is the tax fully refundable, or is it held for future use?

Everytime I had to pay the taxes and fees. Never heard of it being refunded

I had to cancel an international RR ticket 5 months ago and got every RR point back and all monies refunded. Just try that on any other airline!
