What remains of it is still usable, and hasn't been prohibited by the NOTAM, which only mentions that it's NOT STD (Not standard)..

Hard to know who decided to keep BUR open rather than halt landings for a few minutes. The CVR will have any deliberations.

Oops. I guess I conflated 2 incidents:
- March 2000, Southwest 1455 overran end of BUR runway into the fence (which partly led to the installation of the EMAS that you see today)
- December 2005, Southwest 1248 overran runway at MDW in snow, hitting a car and killing 1 passenger

3 over runs in 18 years for an airline that has more landings at short runways than most others is not 'more than its share'. Perhaps I am missing some?

Airports in the United States do not close because of weather, nor do controllers withhold clearances. Decision is made by pilots and dispatchers.

BUR reported that 0.77 inch of rain had fallen in the 8 hours before the
accident and that a wind shift associated with a cold frontal passage had occurred. Runway 8 was
wet at the time of the accident.
