I believe that table uses UTC time. To clarify, HOU has completely shut down and is expected to stay shut for several days.

Due to WEATHER / HURRICANE HARVEY, the Houston William P Hobby Airport (HOU) was closed as of Aug 27 at 02:55 AM CDT. The date/time when the airport is expected to reopen is Aug 30 at 08:00 AM CDT.

Hearing that WN left 15 aircraft parked at HOU. If the whole airport floods, they're regretting that one big time.

HOU closed at 2:55am CT. WN may not have expected that and had planned to get the planes out this morning.

08/116 (A1178/17) - AD AP CLSD EXC FOR EMERG RESPONSE HEL VMC ONLY. 27 AUG 17:39 2017 UNTIL 30 AUG 13:00 2017. CREATED: 27 AUG 17:52 2017

HOU is at least open for emergency response helo traffic in visual met (VMC) conditions. There are other NOTAMS out for just about every electronic navaid (ILS, localizers, glideslopes) on the airport, and some of those are going to have to get returned to service, which may (or may not) coincide with 13z on the 30th..

All that aside, there are aircraft performance restrictions on how much standing water (if any) there is on their runways. Past a certain depth, one can't even operate..

Per CNN
Southwest is using the flights to fly out 500 stranded passengers on 5 aircraft out to Love Field.
That will leave 10 aircraft at Hobby.

"The airline received clearance from the Federal Aviation Administration to operate out of the closed airport, according to the two sources. Hobby Airport is expected to remain closed to all non-emergency air traffic until August 30 at the earliest, according to the FAA.

Without working airport lights at Hobby Airport, the Southwest aircraft are going to have to move quickly."
