I would expect WN to be in on any discussion for an aircraft that can seat up to 199 with the current Evolve seating specs. The 738 can go up to a max of 189 but they only go with 175, so they definitely don't chase the max possible configuration.

This would be problematic. But, I doubt WN would go that route since they already have 3 lavs on their 738s. So, I think they would go with at least that many on a plane with more seating capacity.

Would a fifth flight attendant be required with 200 seats or with 201?

It actually might be 201. I went backed and looked at FAR 121.391 which covers it.

(4) For airplanes having a seating capacity of more than 100 passengers—two flight attendants plus one additional flight attendant for each unit (or part of a unit) of 50 passenger seats above a seating capacity of 100 passengers.

I was joking. The 2-lav 737-700s plying 4-5hr runs are pretty miserable experience though. when it gets above 50:1 ratio it's pretty bad.

Which if why if I were them, I'd configure to just under 200.

WN would never go over 200 to avoid paying a 5th FA.

Sort of off topic, but I always wondered why on 2+ hr flights the Gate Agent does not mention 15 min before boarding that "it may be a good time to use the restroom". If only 10-15 people did so, that would help in the air.

Also, I keep noticing the seat belt being on LONG after (15-20 min) the plane levels out. I think it is to keep aisles free when service begins, but than if you run into turbulence, it really causes problems. And it seems, they turn on the seat belt sign even when just a few very light bumps. In the good old days, smoking and belt sign went off about 10 minutes after take off.

People should be able to make that decision for themselves. Common sense would tell me that most people try to use the restroom before boarding a plane.
