a) I can use them to book travel for family members who fly infrequently, getting the equivalent of full refundability with no locking of funds to one passenger name, and
b) I can use 19200 points to create a capacity-controlled award for last-minute travel that would otherwise cost more than $200 each way.

Depends on your situation
For me the RR 1.0 was worth about $20 per credit. It was great when we earned 4 of these on any RT. Then it was reduced to 2 per round trip for fares booked on line. Now with RR2.0,Points are like a cash reward system based on what you spend. A $50 ticket gets you 300 points for a short hauler
Wana Get Away traveler like me. So what once was a $40 rebate becomming
a $20 rebate now is a $5 rebate for taking that one way short haul WGA flight so I would value a point at .016 cents roughly.
That being said. It is no longer about the FF program anymore. Its all about refundable fares, luggage fees, and ticket cost.
The only exception is the Business traveler who flys BS all the time.

As the poster above stated, purchase the 36,000 Choice Priv. points on the Daily Getaway for today. You can transfer 6000 CP points to 1800 RR points. So, 36,000 CP = 10,800 RR. The price was $156, but then you subtract 10% off for using an AMEX, it ultimately comes out to 1.3 cpm.
Looks like the promo sold out pretty quickly.

I value them at approx. 1.8 cents each. I tend to consume them as soon as I have enough for a cheap one-way ticket: the time between the booking of my revenue ticket and the award flight flown by the points earned from that revenue tends to be a year or less.
I tend to use my points for my daughters. While they're A-listers to me, they aren't to Southwest.

Don't forget that the Choice > WN transfer has so far yielded Companion Pass qualifying points, making them worth potentially a LOT more than 1.3 cents each. 21600 WN points is about 20% of the way to a CP, for less than $300. A CP achieved in January is good for 2 years. I know someone who figures he gets almost $5K a year out of the CP.
But those Choice points can be pretty valuable for redemptions in Italy, France, or Japan as well.

Value of Rapid Rewards 2 points
I was wondering what the value of Rapid Rewards Points are currently when used for Wanna Get Away fares. The difference in fare from anytime to Business Select is $16. There is also the 2000 point promotion for business select fares. So is about 2500 points worth an extra $16.00.
