I believe it has to do with the type of slot. An outside the perimeter slot (like TWA had when AA bought them) go back in the pool. Inside the perimeter slots, like AirTran, Frontier and US have can be transferred.

USAirways was bought by America West, and I don't believe USAir had any outside the perimeter slots. America West did, and that's why they kept the PHX-DCA flights.

Also, it depends on the type of slots. In addition to in/out of perimeter slots, some slots are required to be used to serve medium sized markets. Recently Sun Country won some slots to serve DCA-MSP via Lansing and I believe that slots for that purpose are also not transferable. Another example would be ATA's DCA slots. Notice how WN didn't get into DCA after buying them out but did get into LGA?

I believe WN sold the DCA slots to AirTran (or someone else).

WN never owned the slots. There were carved out of WN's bid for TZ's assets, and sold instead to FL. And now WN owns FL.

Thanks for the data and links. I'll suggest that fares reflect competition (and, with multi-airport cities, stage length) much more so than average airport passenger charges. 4Q2010 domestic pre-tax fares, on average:

BWI: $289.49

IAD: $419.60

DCA: $359.56
