Is 1 hour enough layover in ATL?

You should be fine. D-D MCT at ATL is 35 minutes.
If your inbound is too late to make the connection, Delta has two later flights to BDL. There are also options on UA and AA (with connections) they could rebook you on if necessary.

They start boarding 40 minutes before the flight, so if you have a carry on, it may be a factor of space when you get there. All depends on gates, as it can take 20 minutes to get from one to another if the concourses and gates are far apart.
But other than that, you will be fine.

I am changing in ATL later this month on my way to BDL, starting at MCO. I think I have just under 50 minutes and I’m not sweating it.
