MIAMI - New Year Eve '18-'19 Fireworks & Restaurant

Which restaurant in S Beach or Miami Beach that is reasonable/value, good location w outdoor view for NY Eve concerts and/or fireworks, good food, and family friendly, We understand the fireworks is scheduled at 12:00A. Is this correct? What's time does the concert begin? We are visitors and our family included a grandma and a pre-teen girl. I understand that we need to reserve at this time.

Where is a better value to park? We already have a place to stay in Hollywood.
