The El Dorado Lounge is very good. Here's my review from December, 2020.

Are the domestic lounges still closed, too? Last time I was there, I couldn't even find them.

I've taken LATAM to CTG and I didn't had any access to the lounges, despite many ads in the airport for the lounge access.
I've been locked in area of gates 11-24 but lounges are at gates 70 something.
By the time I've realised it, it was too late.
And I believe my access would have been denied anyway, based on my boarding pass.
You must fly Avianca or others, I guess.

In my understanding, no matter what access you use (Star Alliance Gold/Avianca Elite/business class fare, etc) to any Avianca lounge, you must be flying with either AV or Star Alliance. So until (if) Latam joins Star Alliance, no go.
But I think before then Avianca will probably scrap their domestic lounges, as they already did with business class, and the same as Latam did years and years ago.

According to Avianca website today, the domestic lounges at Cartagena, Medellin, Bucaramanga, Barranquilla, Cali and Bogota are currently open.
In my understanding, no matter what access you use (Star Alliance Gold/Avianca Elite/business class fare, etc) to any Avianca lounge, you must be flying with either AV or Star Alliance. So until (if) Latam joins Star Alliance, no go.

1) traveling business, we indulge ourselves with plenty of luggages
thus, avianca economy (only 1 checked-in luggage) didn't work for us
whilst
LATAM premium had 3x checked-in / pax
2)
we felt into the marketing trap of the LATAM, believing Premium Economy means something: it doesn't.
This is a domestic flight.
Exept for the ASR and luggage allowance, there is no difference between PE and E.
- no service
- no lounge
- no leg room (well, we were lucky to fly in 1A/1C but those behind us not so much)
- no priority check in
- no priority track
Very disappointing.
The flight crew didn't care for nothing, ignoring the pax completely during the entire flight and we haven't been offered not even 1 bottle of water.
Which, given the temperatures, it would have been appreciated.
And no, there is no business connection between the cities.
Alternatively,
I guess in CO you can rent a private jet for a reasonable price, but I put more faith in the public airlines.

I just find it bizarre that Latin America's two mortal airline opponents could be sharing lounge access?

I'm not an expert traveler in SA, but I think LATAM shut off all their lounges.
