I spent three nights in the Mitsis Grand Hotel in Rhodes last week. While all of the rooms are non-smoking, each of them has a private balcony, complete with table, two chairs, and an ashtray, where smoking is allowed. There are also smoking areas near the pool and its outdoor bar and restaurants.
It is listed as a five-star hotel but I consider it more like a four-star, but this is more than made up for by its 3-star price tag. I would also suggest getting its "all inclusive" package, which is all that you can eat and/or drink (even the mini-bar in your room is free). As I was there with a friend, I had six screwdrivers (3 for each of us) sent up by room service, which we drank on the balcony. The drinks were free but I paid 20 Euros for room service.
