The following Hilton properties have smoking rooms:
Embassy Suites on Thomas Road at 24th And most (all?) rooms have small balconies.

The area is a bit sketchy but the hotel is very nice even if older.

Candlewood Suites, PHX/Tempe, also has smoking rooms.
