If you can get a top floor room at the Doubletree Arctic Club (an amazing hotel in its own right) there is a narrow balcony for the room.

Smoking in Seattle
I just booked a smoking room at the Holiday Inn Express SEA-TAC Airport, through the www.ihg.com website. IHG has a "smoking room" option among its amenities list when doing a search, which is very helpful. (Click on "Filter by" and check "smoking rooms.") I do believe there was a downtown location available for smokers as well. They listed 3 hotels for smokers in Seattle.

The Hilton Garden Inn (one of the nicest I've stayed at) has quite a few balcony rooms, and the balconies are large and fairly private
