SkyTeam depending on DL/NW/CO.... or vice versa?

I know this may come across as something of a trite question:

But is the integration of NW/CO/KL into SkyTeam dependant on DL's domestic alliance with NW/CO? Is it the other way around... i.e., the domestic deal dependant on whether or not NW/CO/KL are allowed to and do enter SkyTeam? Or are both scenarios wholely independant of each other?
