Skyteam Awards to South Pacific

Skyteam Awards to South Pacific

The Skyteam awards page on the Delta website lists the places in the south Pacific where the award is valid, e.g., Tonga, Kiribati, Tahiti, French Polynesia. The Delta Special Members Services clerk on the partner-awards desk had no idea how one could get to Tonga on a Skyteam award ("We don't have a partner award flight there."), and claimed that the AF flight (true, it's co-shared) CDG-NRT-Noumea (it's part of French Polynesia, isn't it?) was also not part of the Skytem award. How is this? Why list places like Tonga? Why not Noumea? Any ideas?
