Transiting in Tokyo or flying direct from SFO to Singapore?

I understand that the situation is very fluid and things can change at any time. As of March 14th, 2020, is Singapore allowing anyone to enter after transiting or flying from Tokyo to Singapore or from San Francisco to Singapore? My quick search on Google says yes since I haven't been anywhere in Asia or Europe in the past 3 weeks.
