Just an update with an official written response for Changi
As you will be travelling from one Full Service Carrier (Turkish Airlines) to another (Qantas), you can just proceed to Qantas' Transfer desk at your departing terminal to obtain your next journey's boarding pass without having to clear immigration.
If you have any checked bags, do inform the staffs at the transfer desk so that they can arrange to transfer your bags to your onward flight. This service is available even if you are on 2 separate tickets.
Kindly take note that this facilitation is only available for passengers travelling from one Full Service Carrier to another, and is not available for those who are connecting via Low Cost Carriers (e.g AirAsia, Scoot, Jetstar, etc.).
I hope that the information provided clarifies your enquiry. Please do not hesitate to contact us if you have any further questions. Thank you.
Hope it helps other people.

I'm a similar situation. Next week I will be travelling from DPS-SIN-DOH on two separate PNRs: DPS-SIN on KL, SIN-DOH on QR. I will be arriving on KL at 12:05 AM and departing on QR at 10:55 AM. I booked a night in the transit hotel in T1, though I can only go here in case when my luggage is transfered between KL and QR. I inquired through social media with Changi and they mentioned that I can stay airside, simply use the transfer desk to check-in for my QR flight and they will arrange the luggage trasnfer.
When I was at Changi on Monday (for my SIN-DPS flight), I decided to check the transfer desks but there was no presence of QR. Was told they are only there three hours prior to a departing QR flight. As far as I know there's a QR flight departing at 02:00 AM, so I might be lucky that there are QR agents at the transfer desk when arriving from DPS on KL. So, I'm wondering about two things:
- In case there are agents at the transfer desk, would they be able to check me in for the 10:55 AM flight or should I wait until the morning 3 hours prior to the flight)?
- In case they won't be able to check me in, can I just leave my luggage spinning at the caroussel, go to the transfer hotel, and perform the check-in (including luggage transfer) at the transfer desk in the morning when check-in has opened? E.g. will the transfer desk manage to collect my luggage from Lost & Found and make sure it gets transfered on the QR flight?
Help and advice is appreciated

Just wondering whether you'd check with Changi Airport?

Dear HJBoeing,
Thank you for your enquiry sent on 16 November 2019.
We understand that you will be travelling via KLM Royal Dutch airlines and Qatar Airways with a transit at Changi Airport. As both of the airlines are full cost carriers that have interline agreement, you do not need to clear the immigration or collect your checked in baggage(s), upon arrival in Singapore.
You can just proceed to the transfer desk that is located at the transit area of Terminal 1 to proceed with the check- in for your connecting flight and complete the baggage transfer procedures.
Qatar Airways offers normal check- in from 3 hours to 30 minutes before flight departure time. They also offer early check- in from 3 hours to 12 hours before flight departure time, available between 0600 hours to 2359 hours.
Upon arrival in Singapore, you may want to proceed to your transit hotel at Changi Airport for a rest before your connecting flight. You may approach the transfer desk from 0600 hours onwards on your departure date to do the check- in and baggage transfer.
For your checked in baggage(s) that are left unclaimed, it will be kept by the Ground Handling Agents (GHAs), DNata. After you have done the check- in for your flight, the check- in staff at the transfer desk will assist to notify DNata to re-tagged your checked in baggage(s) and transfer the baggage(s) to the connecting aircraft.
I hope that the information provided clarifies your enquiry. Please do not hesitate to contact us if you have any further questions.
Thank you.
Yours sincerely,
Changi Airport

Update
Reactivating this old thread with a query about transiting Changi next month. which hopefully someone will have more recent experience than I have! We arrive from Melbourne on a Qantas flight at 17.45 and depart on Bangkok Airways flight at 20.10 on separate tickets (both terminal 1). Is this timing a bit tight if we have to go through immigration, collect baggage and check in again? I doubt if Qantas will check our bags through but reading the thread is it possible to go to a transfer desk airside at Changi to check in for Koh Samui flight and get them to arrange transfer of bags onto Bangkok Airways flight?

~13 hours overnight in Changi
I’m arriving in T3 on UA in the evening, and plan on booking an early flight the next morning to PEN. Based on posts in this thread, it seems if I book an SQ flight to PEN (which seems to depart from T2) I could get my checked bags transferred by visiting the transfer desk. For a 12-14 hour overnight layover, I’m trying decide whether to:
- Pick up my bags, go through immigrations and customs, and stay near the airport? And if somehow I’m up for it, taxi into hawker centre for a late dinner.
- Go to the transfer desk to take care of any checked luggage transfer, and book the Ambassador airside transit hotels for 12 hrs? And if so, should I stay in T2 or T3 (or are they actually the same hotel?)
And which would generally cost more? The 1 night stay at a decent landside airport hotel or 12 hours in the airside hotel (with private bath)?

A good UA agent could check your bags all the way through to PEN. A bad or inexperienced agent will give many reasons why it cannot be done.
When an agent says it cannot be done, I show them the rules of how to do it and also my past baggage tags that show it was done before .......many times.

HI all. I am heading from London to Bali but had enough avios for a business class ticket on BA from LHR to SIN which I took advantage of. I am then flying from SIN to DPS with Singapore Airlines. Obviously as they are different airlines, I had to book 2 separate tickets.
My plan is to only take hand luggage for my trip to Bali so I don't have to worry about luggage transfers (as I know the airlines will not do that).
Singapore Airlines have recently moved my flight (it still lands at the same time but takes off earlier).
My BA flight lands at 16:05 (T1)
My Singapore Airlines flight departs at 17:50 (ticket doesn't say terminal but I presume T2)
Is this transit too tight? As I mentioned, I am only taking hand luggage so I presume I don't have to clear immigration and can just stay airside and go straight to T2.

i had an upcoming same day transit at Changi on 2 separate tickets.. QR transfer to SQ.. I emailed the airport and their response was:
Do be kindly advised that for check-in luggage transfer, it would be under the airlines purview. Do liaise with Qatar Airways with the concern of check-in luggage transfer. For the list of airline contacts, you may refer to our website at https://www.changiairport.com/en/flights/airlines.html
I hope that the information provided clarifies your enquiry. Please do not hesitate to contact us if you have any further questions. Thank you.
Does this mean they don't offer this service anymore / haven't resumed? Could QR could check my bags through to destination on SQ flight on separate ticket?

To answer my own question - through immigration, collected bags checked in for Bangkok Air flights and back through immigration/security again and sitting in lounge- total of 40 minutes! Changi is impressive!
