No. I first flew SQ long-haul J in 2011 and last flew them yesterday. Never pajamas at any time during that period.

I flew AMS-SIN Business in July : no pyjamas as usual
PJ are mostly for airlines FirstClass Passengers though
Ask for the amenity kit:
- during lunch orders
- or after meal service
EDIT: IMO crew will have full attention and won't forget due to other duties

You may ask for it anytime. Although the official fine print is, the amenity kit is "available on request for flights above 5 hours". If your flight is below that, request anyway, they may well have leftovers from prior flights, and usually are willing to oblige.

Are they indeed "kits" or empty bags self filled from a basket of selections?

...and a coupon that you can redeem for a full sized item at any Penhaligons store.

Technically, any. But in practice, Singapore stores are most familiar with the arrangement. London too.
And if you do that in a city that SQ doesn’t fly to, don’t be too surprised if the store is unaware of what to do.

I just went on Penhaligon's website, and most of their stores are in the UK. None in my hometown of San Francisco (or US for that matter). Do those vouchers have an expiration date?
