LH Flight no on SQ Metal - 1st class facilities
If I fly SIN-FRA on SQ metal but with an LH flight number, can I make use of all SQ's facilities at SIN such as the private room etc?

yes.
Your boarding pass will have the SQ flight number.

How is it the other way around from FRA - LH ticket in F, flying SQ-metal. I expect Senator Lounge, not FCL?

No LH FCL unless you fly LH or LX First, or Private Jet, or HON Circle Member. You do get Senator Lounge
