It is able sell most of its business class seats, so why make too many available for awards?

I was so surprised to find two I class on HND-SIN-HAN.
What puzzled me was that when searching on expertflyer:
HND-SIN no I class
SIN-HAN 4 I seats
HND-SIN-HAN no I class

When searching on Aegean I was able to book 2x I on HND-SIN-HAN routing -- go figure how that was possible...
