I was able to select Rows 11 on my A350 flights last Oct. SIN-SFO-SIN as well as SIN-IAH-SIN last month but these were (redemption) bookings made in early 2017.
However for my next flight to IAH in Feb. 2019, all rows 11 & 19 seats have been blocked.

The policy was quietly introduced around April / May 2017.

I set up a seat alert on Expertflyer for rows 11 and 19 and got an email Thursday 19th at 10pm for SQ52 MAN-IAH on 24th April that 11D and 11F available. So that’s T108

Row 19 seats still blocked for bassinets

I called last week to see if they could assign me row 11 of 19. Row 11 for my flight was already full he said (I doubt it, since the flight is for Feb 2019), but row 19 was still available. I'm no PPS member, but he still gave me row 10 without any hassle. Might be lucky though.

I will be travelling on SQ860 from SIN-HKG next month. I was able to select Row 11 but my travel companion (who is non PPS, on award booking) was not able to do so. I called SIA SG hotline and was told that this is being assigned on best effort basis for us to be seated together in Row 11, but there is no guarantee. Any idea on how we can preselect Row 11? We prefer to be seated towards front of plane as rest of the available seats are near the gallery or Premium Econ only. Thanks.

I was able to book row 11 a few weeks ago, redeeming via VA rewards. Must be my lucky day.

So if I understand correctly Row 11 and 19 middle seats are the best for leg room while sleeping, and Row 11 And 19 window seats are also good? Just not as good as the middle seat?

Yes
Yes/No. All bulkhead is good, ottoman is a little longer at middle seats.
If travelling solo, go for window.

Is the information about Rows 11 and 19 being blocked off till shortly before departure still accurate? When I check Expert Flyer, it shows row 11 being blocked off, but not row 19.

I was able to book row 19 months in advance on SIN-SFO.
