The Private Room is only for those departing and connecting to SQ F class.
The First Class lounge is for those connecting from First Class on Singapore Airlines, those flying First Class on Star Alliance partners, PPS members, etc.
You are allowed one guest into the first class lounge as a First Class passenger, but not into the Private room itself.

FAQ:
Q1: Hi, is there an official site with access rules for the TPR?
A1: There’s no official site other than stating the Private Room is for SQ F.

Q2: I'm flying XXX - SIN in First class and then SIN - YYY in Business/Economy class. Will I have access to TPR based on my inbound First class ticket?
A2: The ability to use TPR on arrival, and when connecting between flights is unpublished, but was mentioned in a Q&A session with Singapore airlines in 2017.
Just show your inbound boarding pass and be departing same day, or overnight, and you’ll be welcomed in.
So do not throw out your inbound boarding pass!

Q3: Where is The Private Room located?
A3: Terminal Three, After Customs & Immigration, Level 3 Near to Gates A. It is accessed which through the main SilverKris Lounge.

Q4: When is it open?
A4: It is open whole day, except for a brief closure from 0230 - 0530 hours.

Q5: Is it open to other first class passengers?
A5: Passengers traveling in First Class on Star Alliance partner airlines, such as Lufthansa to Frankfurt, SWISS to Zurich (or the now discontinued United to Hong Kong/ ANA to Tokyo) are not permitted to use this lounge.

Hi, is there an official site with access rules for the TPR?

I'm flying CPH - SIN in First and then SIN - BKK in Business and from the posts in this thread I gather that I will have access to TPR basen on my inbound First ticket, right?

But the rule is solid and everyone knows it. Just show your inbound boarding pass and be departing same day, or overnight, and you’ll be welcomed in.

I am arriving in Singapore in F ( 777-300ER) at 6:00am and not transiting. Will I be able to shower and have breakfast in the F lounge or TPR on arrival before going to my hotel?

Yes, TPR and F. Just make sure that if you arrive in a different terminal to the lounge that you retrace your steps back to the arrival terminal to exit immigration and baggage claim.

Just booked our first trip in SQ F flying LAX-ICN-SIN-HKT.

Having a 2.5hr layover @ SIN, The SIN-HKT flight is in Business Class.

I know we will have access to the Private Room but I am wondering if we will have an escort from the plane as we are traveling in SQ F. Buggy, perhaps?

Nope, this is SQ, not TG or AF. SQ believes that you need some exercise to get from the plane to the lounge and then back to your connecting flight.

We flew the same route in J last year so I am trying to figure out how much better it’s going to be this time.

Well at least you'll be passing by the Irvin's Salted Egg booth on the way to the lounge, thats a treat. I regretted not buying more when transiting through last month,.

TPR tepid

Confirming what others have said about this lounge. A huge disappointment. No soul, no character and meals appeared to be straight from the microwave. Can't comment on the bottled choices but the waiters had a very poor knowledge of cocktails. Hardly a big deal but I was expecting a lot more from an FC lounge and ended up preferring the food offerings in the First Class lounge and business. For me, there wasn't enough of a point of a difference save for being much quieter.

Would concur that it would be preferable to eat outside the lounge or in the city if you're expecting a half decent meal.
