The Private Room is only for those departing and connecting to SQ F class.
The First Class lounge is for those connecting from First Class on Singapore Airlines, those flying First Class on Star Alliance partners, PPS members, etc.
You are allowed one guest into the first class lounge as a First Class passenger, but not into the Private room itself.

A2: The ability to use TPR on arrival, and when connecting between flights is unpublished, but was mentioned in a Q&A session with Singapore airlines in 2017.
Just show your inbound boarding pass and be departing same day, or overnight, and you’ll be welcomed in.
So do not throw out your inbound boarding pass!

A3: Terminal Three, After Customs & Immigration, Level 3 Near to Gates A. It is accessed which through the main SilverKris Lounge.

A4: It is open whole day, except for a brief closure from 0230 - 0530 hours.

A5: Passengers traveling in First Class on Star Alliance partner airlines, such as Lufthansa to Frankfurt, SWISS to Zurich (or the now discontinued United to Hong Kong/ ANA to Tokyo) are not permitted to use this lounge.

Yes, TPR and F. Just make sure that if you arrive in a different terminal to the lounge that you retrace your steps back to the arrival terminal to exit immigration and baggage claim.

Just booked our first trip in SQ F flying LAX-ICN-SIN-HKT.
Having a 2.5hr layover @ SIN, The SIN-HKT flight is in Business Class.
I know we will have access to the Private Room but I am wondering if we will have an escort from the plane as we are traveling in SQ F. Buggy, perhaps?

Well at least you'll be passing by the Irvin's Salted Egg booth on the way to the lounge, thats a treat. I regretted not buying more when transiting through last month,.

TPR tepid
Confirming what others have said about this lounge. A huge disappointment. No soul, no character and meals appeared to be straight from the microwave. Can't comment on the bottled choices but the waiters had a very poor knowledge of cocktails. Hardly a big deal but I was expecting a lot more from an FC lounge and ended up preferring the food offerings in the First Class lounge and business. For me, there wasn't enough of a point of a difference save for being much quieter.
Would concur that it would be preferable to eat outside the lounge or in the city if you're expecting a half decent meal.
