Foam earplugs sold for industrial safety work well. They at least claim to follow a standard for performance.

When I want to listen to something I use etymotic...but are not as comfortable.

I put the tags on my carry-on. EWR posts people to restrict access to Premier Check In. I think the tags save me from being challenged some fraction of the time.
