The train is still unreliable so is not an option for anyone flying out. You should arrive 3 hrs in advance because the airport can be incredibly busy sometimes, nobody knows how long it will take...

There are no hotels near the airport. TLV is located between Jerusalem and Tel-Aviv - it takes only about 20 minutes more to go from Jerusalem than Tel-Aviv so you don't want to waste hours changing...
