I'm encountering this strange effect on various searches. E.g looking at BUD-IST-CMB departing 3/11 8:10pm arriving 3/12 3:15pm.
According to Expertflyer:
BUD-IST on its own has 4 J available....

A flight that I'm planning involves buying separate tickets, the first a US domestic on UA and the second on TK.

The only way an OTA would let me book those, is when there's at least 3 hours...

If this is true, that an upgrade is allowed with miles but not with voucher, then it contradicts the terms of the voucher as I understood them and I believe you can sue TK for that.

OK, will try doing it this way. TK is so annoying and dumb. They could have saved so many hours of call agents and so much customer frustrations (driving e.g me to seriously consider ditching them)...
