I'd say it's more so due to GC being a last minute decision. I'd say within a week it'll be back down to the usual reduced offering in comparison to GF.

You're bound by the T&C of the Avios / 2for1 voucher, so will need to find reward availability.

For the cash FTV, it's just a lump of cash to use.

I believe it's only those with the 30% reduction in renewal/upgrade requirement that had the BA metal requirement waved. The new 25% requirement still requires the 4 flights for Silver/Gold.

Was it a non standard booking e.g. reduced cash by using Avios or has the ticket ever been reissued due to schedule change etc.? If so, that may be why as it goes through a more manual process.
