Wrong information. You can get MO paid out in cash. WM does that for a $3 fee. Not the most efficient and there is some different kind of risk as someone else pointed already out.

As I know, there is no credit card provide any Liability insurance.

It looks USAA member do provide Liability insurance. But I cannot get a membership.

Any other program or membership offer...

Most car rental companies in California don't include the liability insurance. They usually sell it for $20/day.

We don't have any car insurance yet. And I need to rent a car for one or two days...
