Well, not really. They do "try" to block it, and it usually shows as blocked up until the last few hours before the flight.
Indeed, it rarely stays blocked once check-in gets going, but it happens.

I'm not sure if that might have been part of the problem. My assigned seat was 76A, which on the LH A388 is not actually an exit row seat. Row 75 is the exit row, and there is no seat in front of 76A...
