What is wrong with that? I usually wear shorts while travelling, airports and planes tend to be hot, and what the other passengers think is totally irrelevant.

Assuming it is booked on a single ticket, then 60 minutes is the minimum and 2.5hrs more than enough. No customs, no collecting bags, only a security check.
