I'm guessing it's mostly small issuers that aren't yet fully onboard with EMV. I'm not sure who the issuer is but I see a lot of people from Montana up here in Alberta with chipless cards.

Non US Visa/MasterCards work fine in Cuba already (unless the issuer is a US insitution). I'd imagine a US UnionPay card wouldn't work.

A lot of UK terminals have a £600 contactless limit even with CDCVM. I'm not sure why. Some Canadian terminals are also the same (although CDCVM acceptance is rare to begin with)
