My recent DP. Transfer ordered on Feb/1, ~10PM (SFO time). Got point transfer confirmation email on Feb/4 AM. Then I checked and found the miles+25% bonus credited correctly to my account.

If you are transferring from Citi TY points to EVA, I can confirm the answer is yes. The transferred miles are treated as the bonus miles you earned, you can combine with the other miles you earned...

I guess either way works.

Thank you gentlemen. Your analysis is logical. I tried a dummy award ticket booking, and it does let me fly "the wrong way" =). It's 67500 miles. If I do end up upgrading it, I will report back here.
