sfgate (link) states “Since the outdoor lounge is behind security, only passengers using Terminal 3 (United) and the International G-side will have access to it.”

However, SFO TSA has allowed same-day departing passengers to access other than their departure terminals for lounge access (e.g. AMEX Centurion airside in the UA terminal), so I’m not sure access is in fact limited to T3 and International G.

“The observation deck is located at the far end of the G side (United/Star Alliance) of the airport's international terminal. It will be open daily from 7:00 am until 11:30 pm starting Wednesday, February 6.” It looks like there’s a thick glass barrier for those interested in photography, so hope it’s clean and maybe bring a circular polarization filter.

“The 2,997 square foot, roofless deck, offers expansive 180+ degree views of the ramp and runways on the north side of the airport and beyond.”

SFO had an outdoor observation deck decades ago, below the air traffic control tower. I spent pleasant hours there, not long after this photo was taken (the Pan Am Stratocruiser, and what I think is an AA DC-6B in the foreground - I flew in a lot of those) Look at the very crowded observation deck! A TSA nightmare, I’m sure, today.
