pool is always available to SFO
and from SFO
and it REALLY depends - surge has to do partly with busyness and partly with how many drivers are out at any given time. So it could be a surge or not, depending on day of the week, and other factors. For ex coming back from SFO last Saturday evening was a super surge ; two Saturdays before was not.

I never had issues getting uberPOOL from SFO with 10PM-12AM arrival, no surge. If you don't have bags, call one as soon as you start to disembark, that way it's there when you get out of the terminal.

Thanks. Are pickups upstairs or downstairs (and also, I assume the app gives you terminal choices, etc.) - I've never used UBER @ SFO.

At SFO the app gives you a choice
It's always upstairs at departures but once oh for the location, you will get a drop-down screen that asks you what terminal and what door.
