Yes, one that will cost you extra to deal with at the airport. Change bags or purchase a checked in bag in advance.

Hi - I just took a Ryanair flight yesterday from Budapest to Rome, and brought my Away “Carry-On” (the standard size, not the “Bigger Carry-On”). No problems at all.

In fact, I was surprised to see a fair number of larger carry-on’s that other passengers were able to bring on the plane with no apparent enforcement.

Enforcement of the bag size/weight varies from airport-airport. You could still end up paying mucho dinero for an extra hold bag, if Ryanair decides to do so that day

Indeed it appears to be randomly enforced.

Have a read/listen to the words of FR CEO Michael O’Leary: Ryanair has very high charges for checking in at the airport and oversized cabin baggage. Airline boss Michael O'Leary says there is no room for lenience.
